I visited the Green Mountain Falls last spring! This area within the Medicine-Bow Routt National Forest is very beautiful area. I parked near 55 and hiked up to the start of the trail. You can drive closer if you have a high clearance off road vehicle. There are large rocks along the road. The entire hike to the falls from the start of the ohv trail and back took me a few hours and was about 7.6 miles. This trail is dog friendly.
