You can skip the entrance fee at the front by taking the hiking trail from the other side. This way, you'll enter the grounds from the back. And from the parking lot, skip the horseback riding tour. It's only a 15-minute walk and you'll have better photo opportunities. The hiking trail from the back takes longer.

I moved to Colombia to teach english, and visiting the small town of Salento and doing the Cocora Valley hike was my first solo trip and it ended up being amazing. I definitely recommend going counterclockwise so you end at the palm tree valley after the adventurous, but somewhat strenuous, hike. Going earlier in the day usually helps avoid the rain, but you never know when a storm will come so having some rain gear can help.
