It encompasses the Whiskeytown Unit near Redding, and the Shasta and Trinity Units further northeast. Geographically, it features rugged terrain, forested hills, and three large reservoirs—Whiskeytown Lake, Shasta Lake, and Trinity Lake—formed by damming local rivers. The diverse ecosystems include mixed conifer forests, oak woodlands, and riparian habitats supporting species such as black-tailed deer, bald eagles, and various fish including trout and bass. Established in 1965 primarily for water resource management and recreation, the area now draws visitors for boating, fishing, kayaking, hiking, camping, and mountain biking. Shasta and Trinity Units offer expansive water-based recreation, featuring lengthy shorelines ideal for house boating and fishing. The area's historical roots reach back to Native American habitation and the Gold Rush era, adding cultural significance. Visitors appreciate the combination of water activities, scenic trails, diverse wildlife, and peaceful forest landscapes. The area’s size and variety accommodate both day visitors and extended campers. Wildlife watchers may spot ospreys, river otters, and migrating waterfowl in the reservoir areas.
