Totally safe to walk the road and no enforcement. All that matters to the park is to collect fees.

Absolutely worth to go up there if you're driving somewhere by. We came around a sunset and the views are out of this world. The uphill and downhill drive itself is a bit intimidating but very worth it. It could be chilly so have some clothes with you if you plan to stay there a bit.
